OTbase Discovery features a client/server architecture, consisting of a server that does the actual work and doesn't have a user interface, and a client that allows a human user to configure and monitor the service. When you are dealing with OTbase Discovery, you are actually working with the configuration front-end, not the actual server.
The configuration client may access a local Discovery server or a remote Discovery server. For the latter you will need to install the OTbase Discovery Manager software.
Whenever you launch OTbase Discovery from using the Desktop icon, it actually starts only the configuration client. The server process is running in the background and doesn't need to be started. You can see the Windows Discovery server in your Windows Service Manager.
